Schurrle is set to become Jose Mourinho's first signing since his return as Chelsea manager.
The Blues have agreed an £18m fee with Bundesliga club Bayer Leverkusen for the Germany international forward.
Schurrle, 22, will now discuss personal terms with the London club and undergo a medical before completing the move.

"Chelsea Football Club and Bayer Leverkusen have reached an agreement for the transfer of Andre Schurrle," a statement on the club's website read.
"The deal is subject to the completion of legal documentation and related matters, including personal terms and passing a medical."
Mourinho was confirmed as the new Chelsea manager on 3 June but Leverkusen had revealed interest from the Blues in Schurrle before the former Real Madrid manager's appointment.
Schurrle is a long-term target for the Stamford Bridge club, who had a bid for him rejected last summer. The former Mainz player has since expressed his regret a move did not happen.
He scored 11 goals in 34 league games in 2012-13 for Leverkusen, who finished in the third and final automatic Champions League qualifying place in the Bundesliga.
Schurrle, who is comfortable playing on the wing or in a central striking role, has also impressed for Germany - scoring seven goals in 24 appearances - and was included in their Euro 2012 squad.
